CSPPLAZA光热发电网讯：近日，中广核德令哈50MW光热发电项目发布其机组整体调试、运维技术服务招标公告。据公告显示，该招标文件的获取时间段为2017年9月30日至2017年10月15日（节假日除外），开标时间为2017年10月20日上午9时（北京时间）。

　　据此前消息，今年8月31日，该项目厂用电受电一次成功，标志着该项目将逐步开始设备调试工作，项目实施进入新的里程碑阶段。

　　在本次招标中，公告对投标人资格提出了如下要求：投标人需承担过50MW以上槽式光热电站整体调试工作且不少于两项，投标人需具有5年以上槽式光热电站运维业绩且不少于两项。同时，此次招标接受联合体投标。

　　据CSPPLAZA此前报道，截至9月23日，该项目太阳岛整体完成65%以上的工程量；常规岛部分：汽轮机已到货，计划11月份安装完成；传热与储热岛部分：土建及建筑工程基本完成；传热区设备安装完成100%；管道安装完成70%。第一次1200T油已注入完成。冷盐罐与热盐罐本体已完成，正在进行附件安装。计划10月份安装完，具备上盐条件。整个项目在整体系统构成上已初具雏形。该项目目前在整体进度上远远领先于其他示范项目，预将成为中国首个并网投运的光热示范电站。

　　中广核德令哈50MW光热发电项目是我国首个正式开工建设的大型商业化光热发电项目，该项目于2014年7月开始投资建设，并于2016年9月成功入选我国首批光热发电示范项目。

中广核太阳能德令哈有限公司（以下简称“招标人”）作为中广核太阳能德令哈50MW光热发电项目机组整体调试、运维技术服务（以下简称“本项目”）的招标人已具备招标条件。就本项目采购进行公开招标。合格的具有独立法人资格以及满足本招标公告中关于投标人资格要求的投标人均可报名参加本项目的投标。

合格的投标人应是满足资质要求的企业，具有圆满履行合同的财务实力、技术能力和生产经验。具体应符合下列条件：

Eligible bidders refer to company meeting the qualification requirements and having the financial strength, technical capabilities and production experience as needed for the successful fulfillment of the contract obligations, shall meet the following requirements:

1）投标人需承担过50MW以上槽式光热电站整体调试工作且不少于两项，投标人需具有5年以上槽式光热电站运维业绩且不少于两项。（调试和运维两项工作业绩，均以业主方出具的证明为准）

The bidder shall have at least two project references of overall commissioning of 50MW parabolic-through (or above) solar thermal power generation project, and shall have at least two project references of operation and maintenance of parabolic-trough solar thermal power generation project for at least 5 years (experience of commissioning, operation and maintenance are subject to the certificates issued by the employers)

2）接受联合体投标。

Joint venture is acceptable.

3）投标人在近5年内有以下情形的则不被接受：

Bidders shall not be accepted should the following have happened within the recent 5 years:

（1）投标人有骗取中标、严重违约、重大工程质量问题或因自身的原因而使任何合同被解除的情形。

The bidder has defrauded to win the bid, has had serious breach of contract, serious project quality problem or has caused any contract to be dissolved due to its own reasons;

（2）投标人在招投标活动中有串通投标不良行为记录或涉嫌串通投标并正在接受主管部门调查的。

In the bidding activities, the bidder has bad records of bid rigging or are being investigated by the competent authorities for bid rigging;

（3）投标人处于被责令停业、财产被接管、冻结、破产状态。

The bidder is ordered to stop the business, its property being taken over, frozen or bankrupt.

*以上要求投标人必须同时满足，所提供的所有资质文件必须真实，且与投标人主体一致，否则在评标时做废标处理。

*all the above requirements must be met and all the qualification certificates provided must be true and holding the same name as the Bidder. Otherwise, the Bid will be rejected during the Bid evaluation.

投标人请先与取得联系，由经办人提供法人授权委托书、本人身份证复印件。招标文件包括电子版与书面版，如电子版与书面版有差异，以书面版为准。招标文件以中文书写。

本套招标文件（包括电子版）的售价为1,000元（大写：人民币壹仟元整），此款须在获取招标文件之前或同时以现金的形式交付。招标文件售后一律不退。如需邮寄（包括图纸），每套加收人民币300元。

Price of the Bidding documents

The price of the complete set of the Bidding documents (including soft copy) is 1,000 yuan. (In word: CNY One Thousand). The payment shall be made prior to obtaining the Bidding documents or paid in cash while getting the Bidding documents. The fee is non-refundable. An extra fee of 300 yuan shall be charged in case of mail delivery (including the drawings).

特别提醒：购买招标文件是确定投标人合法身份的唯一资格条件。

投标文件须在本招标公告规定的开标时间之前送达开标地点，并交付给招标代理机构。逾期收到的投标文件将被拒绝。不接受邮寄方式提交的投标书。

投标保证金金额为人民币叁拾万元整（小写：￥300,000.00）。提交方式与时间应满足招标文件投标须知中关于投标保证金的规定。

投标人应对招标人直接或间接提供的与招标文件相关的所有文件、数据和其他资料进行保密，无论上述资料是在投标前、投标过程中或投标结束后取得，除非得到招标方的书面同意，不得向任何第三方披露。
