1The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Qinghai Delingha Concentrated Solar Thermal Power. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB as described in Section 5 of the Bidding Document.

 

2China National Technical Imp. & Exp. Corp. (CNTIC, the “Tendering Agent”), authorized and on behalf of CGN Delingha Solar Energy Co., Ltd (the “Employer”), invites sealed bids from eligible bidders for the construction and completion of solar field EPC for 50 MW solar thermal power. International competitive bidding will be conducted in accordance with ADB’s “Single-Stage Two Envelope” Bidding Procedure.

 

3 Qualification

Only eligible bidders meeting the technical and financial qualification criteria below should participate in the bidding. Details are provided in Section 3 of the Bidding Documents.

3.1  Financial Situation

3.1.1Average Annual Turnover

Minimum average annual turnover of CNY 1 billion (or the equivalent foreign currency) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.

3.1.2Financial Resources

The bidder must demonstrate that its financial resources, less its financial obligations for:

(a)  its current contract commitment defined in FIN-4 (Total financial requirements for Current Contract Commitments)

(b)  must meet or exceed the requirements for the subject contract of CNY 175 million (or the equivalent in foreign currency).

3.2  Experience

3.2.1 General Experience

Experience in the role of contractor, subcontractor, or management contractor for at least the last eight (8) years prior to the bid submission deadline.

3.3.3Specific Experience

Bidders shall demonstrate that they fully meet qualification requirements for specific experience listed either in Option 1 or Option 2 below:

Option 1:

(a)   Contracts of Similar Size and Nature

Experience as contractor, subcontractor, or management contractor for at least two (2) parabolic trough CSP plants with minimum capacity of 50 MWe in the last eight (8) years which have been successfully operated for at least two (2) years.

Class A qualification for electrical power or chemical engineering design from the country of Employer; or

Class One qualification for general construction of electrical power or chemical engineering construction from the country of Employer;

Bidders from outside the PRC must have requisite qualification from their own jurisdiction.

For the above or other contracts executed during the period stipulated (a) above, a minimum experience in the following key activities:

1) Experience in solar field design for at least two (2) parabolic trough CSP plants with minimum capacity of 50 MWe that have been successfully operated for at least two (2) years.

2) Experience in two (2) industrial construction contracts (including installation works), each with the value of CNY 100 million (or equivalent foreign currency) that have been completed in the last five (5) years. Completion certificates issued by the respective Employer shall be provided.

3) Experience in integration of collector brackets under the Solar Trough technology with Intellectual Property Rights (IPR) licence from IPR holder.

Option 2:

(a)   Contracts of Similar Size and Nature

Experience as contractor, subcontractor or management contractor for at least two (2) coal or gas fired thermal power plants each with value of at least CNY 500 million in the last eight (8) years which have been successfully operated for at least two (2) years.

Local bidders shall have:

Class A qualification for electrical power or chemical engineering design from the country of Employer; or

Class One qualification for general construction of electrical power or chemical engineering construction from the country of Employer;

Bidders from outside the PRC must have requisite qualification from their own jurisdiction.

For the above or other contracts executed during the period stipulated in (a) above, a minimum experience in the following key activities:

4)Experience in integration and installation of collector brackets under the Solar Trough technology with IPR licence from the IPR holder.
