CSPPLAZA光热发电网报道：中广核德令哈50MW光热发电项目已于今年7月1日正式动工，后续相关招标工作正陆续展开。据最新消息，中广核太阳能德令哈有限公司于7月25日委托中国技术进出口总公司作为招标代理机构正式下发了针对该项目“基础设计”的中英文双语国际招标公告。

　　据该招标公告对该项目的描述：中广核德令哈50MW光热发电项目厂址位于青海省德令哈市西出口太阳能产业园区内，距离德令哈市约7km。本项目占地面积约2.5km2，海拔约3000m，规划装机容量100MW，其中本期建设50MW。本项目采用槽式导热油太阳能热发电技术，建设190个槽式集热器标准回路，设置一套双罐二元硝酸盐储热系统（储热容量满足汽轮发电机组满负荷7.5小时发电需要），并设计、建设一套55MW的中温、高压一次再热的汽轮发电机组。

　　具体的招标范围涵盖：提供满足技术规范书要求的全部基础设计文件（包括但不限于总图、设备、机械、管道、工艺、土建、电气、热控、化水、给排水、暖通、HSE的基础设计图纸）；提供设备/材料清册、计算书/技术说明书；编制设备及主要材料的采购招标技术规范；提供满足技术规范书要求的工程规定文件；提供规定的技术服务并参加国内的技术联络会。中标方应在合同签订后的三个半月内完成约定工作。

　　此次招标对投标人的资格要求有四点值得特别注意：一为投标人平均每年的营业收入不少于人民币2亿元（或等值外币），平均每年在能源领域的咨询、设计合同签约金额不少于人民币2000万（或等值外币）；二为投标人应具有2项及以上50MWe以上规模的槽式导热油太阳能热发电项目完整的基础设计或详细设计业绩，且上述项目至少已商业运行2年及以上；三为本次招标不接受联合体投标；四为除储热系统外，不允许分包。从上述要求来看，本次招标最终应归外商中标。

Project brief： 

中广核德令哈50MW光热发电项目厂址位于青海省德令哈市西出口太阳能产业园区内，距离德令哈市约7km。本项目占地面积约2.5km2，海拔约3000m，规划装机容量100MW，其中本期建设50MW。

CGN-Delingha 50MW Solar Thermal Power Generation Project is located in Delingha Solar Industrial Park in Qinghai province, about 7 km from Delingha city. It covers about 2.5km2. And the altitude is about 3000m, The planning installed capacity is 100MW. This project is the first phase with 50MW.

本项目采用槽式导热油太阳能热发电技术，建设190个槽式集热器标准回路，设置一套双罐二元硝酸盐储热系统（储热容量满足汽轮发电机组满负荷7.5小时风电需要），并设计、建设一套55MW的中温、高压一次再热的汽轮发电机组。

This project will adopt the parabolic solar energy power generation technology. There will be 190 parabolic through collector (PTC) loops, a molten salt heat storage system (heat storage can meet the needs of wind power at full load for 7.5 hours) and a 55 MW high-pressure intermediate-temperature and single reheat.

 

2.1招标范围：Bidding Scope：

1) 提供满足技术规范书要求的全部基础设计文件（包括但不限于总图、设备、机械、管道、工艺、土建、电气、热控、化水、给排水、暖通、HSE的基础设计图纸）；

Supply the full set of Basic Design documents consistent with the Technical Requirement and Specification in the IFB Section VIII (Including but not limited to overall design drawings, equipment, machinery, piping, process, civil, electrical, thermal control, chemical water, water supply and drainage, air safety, basic design drawings of HSE);

2) 提供设备/材料清册、计算书/技术说明书；

Supply equipment / material list, calculation / technical specification;

3) 编制设备及主要材料的采购招标技术规范；

Compile technical specification of equipment and main material;

4) 提供满足技术规范书要求的工程规定文件；

Supply engineering rules file;

5)提供规定的技术服务并参加国内的技术联络会。

Supply technical services in accordance with the regulations and attend the design liaison in China. 

2.2项目工期：合同签订后三个半月内。

Construction Period：Within the three and a half months after signing the contract .

 

1)  投标人须在中华人民共和国境内或境外合法注册的，须提供有效的营业执照或相关证明；

The bidder shall legally register in China or foreign countries and shall provide valid Business License or relevant certificates;

2)  投标人应提供近三年的经审计的财务报告，平均每年的营业收入不少于人民币2亿元（或等值外币），平均每年在能源领域的咨询、设计合同签约金额不少于人民币2000万（或等值外币）；

The bidder shall provide the audited financial statements for the last three years. Average annual operating revenue shall exceed RMB 200 million (or equivalent foreign currency). The average contract value of consulting or design in the field of power and energy shall exceed RMB 20 million (or equivalent foreign currency) in every year.

3)  投标人应具有良好的财务状况和信誉；

The bidder shall have good financial status and reputation.

4)  投标人应具有2项及以上50MWe以上规模的槽式导热油太阳能热发电项目完整的基础设计或详细设计业绩，且上述项目至少已商业运行2年及以上；

The bidder shall have more than two records in field of Basic Design or Detail Design for parabolic solar energy power generation projects bigger than 50 MWe, and the project shall be put into commercial operation for more than two years.

5) 本次招标不接受联合体投标；

Consortium bid will lead to the rejection of bid.

6) 除储热系统外，不允许分包。

Subcontract is not allowed in this project except the Thermal Storage System.

 

*以上要求投标人必须同时满足，所提供的所有资质文件必须真实，且与投标人主体一致，如果需要年检的，请确保提供的文件复印件已年检合格，否则在评标时做废标处理。

* The bidder must meet all the qualifications, and provide real and effective evidence, and supply the certificate file yearly check, if not will lead to the rejection of bid.
